Street cleansing

Local authorities have a statutory duty under the Environmental Protection Act (EPA)1990 to ensure public spaces and highways are kept free from litter and refuse as far as is reasonably practicably (as detailed in the Code of Practice on Litter & Refuse (Nov 2006)).

To comply with the legislation the Council provides a service that is responsible for the following operations:

Cleaning all streets, footways and open spaces that are in public ownership.
Removal of graffiti.
Removal of fly-tipping.
Emptying of litter and dog bins.
Collection of dead animals both domestic and wild.
Collection of domestic bulky waste, which is a chargeable service.

Cleaning streets, footway and open spaces

Falling leaves can be a nuisance and problematic. We follow a regular schedule around the Borough to clear them, however if you feel that an area is dangerous due to an accumulation of wet leaves please give the council a call on 01329 236100 and we will clear them as soon as possible.

Streets are cleaned following a schedule which is set to reflect the amount of use that an area receives, on a frequency varying from daily 7 days per week in the town centre to 6 weekly on footpaths in suburban areas. The majority of the Borough's streets are swept by a mechanical sweeper on a four week schedule.

During the summer months, a seasonal foreshore cleaner is employed to patrol the busy seafront areas from the Lee-on-the-Solent boundary through to Hill Head. The Cleaner undertakes litter picking along the foreshore, in seafront car parks and in the surrounding public spaces. Between the months of November to March the frequency of cleansing is reduced.

The service also litter picks and cleans car parks, subways, footbridges, cemeteries, the Council's housing drying and service areas, open spaces, bring bank areas, shopping precincts, street furniture. In addition, the team clear dog fouling, leaf and blossom fall and collect abandoned shopping trolleys.

This above work is carried out by an operative in a van assigned to an area of the Borough. To facilitate this, the Borough is divided into six areas listed below:

Portchester
Fareham North
Fareham South
Stubbington & Hill Head
Locks Heath, Titchfield Common & Whiteley
Warsash

An additional team is employed in the busy Town Centre area.

Graffiti

The Council attempts to clean graffiti from all Council owned structures within thirty working days of it being reported. Offensive graffiti is usually cleaned within five working days. The Council can also remove graffiti from private domestic property free of charge, subject to the landowner signing a consent form.

Fly Tipping

Fly tipping on public land, we endevour to remove on receipt of notice within five working days, however this could take longer if the waste is hazardous and requires investigations.

Litter and dog bins

There are approximately 627 litter bins located throughout the Borough. The bins are emptied on a frequency varying from three times a day, in the busy pedestrian shopping areas, through to weekly in some suburban streets and greenways. Dead animals

The Council collects dead domestic and wild animals that have been involved in road traffic accidents on the highway usually within 24 hours of it being reported. If domestic animals have been micro chipped the Council will endeavour to make contact with the owners.

Bulky waste

The Council provides a chargeable service for all domestic properties in the Borough for the collection of bulky household items such as furniture and large household appliances.
