Council invites bids to become Welborne delivery partner

Fareham Borough Council has published an invitation for bids from developers, investors or consortia across Europe to become the delivery partner for Welborne Garden Village. 

The Council is seeking to appoint a creative delivery partner that shares its vision for Welborne. Applicants will need to demonstrate a track record in delivering high-quality large scale developments with an emphasis on design excellence. Experience of providing superior public open spaces and community facilities will also be a key requirement.

The invitation to bid notice was published in the Official Journal of the European Union (OJEU) on 22 March 2017. The aim is to appoint a delivery partner by the end of 2017.

Executive Leader of Fareham Borough Council, Cllr Seán Woodward said: 'The Council continues to progress its delivery strategy for Welborne. We are currently assessing Buckland Development's recently submitted outline planning application.  However, the applicant does not currently have control over enough of the land at Welborne to be able to deliver the new community. We are therefore keen to secure an experienced delivery partner who can work with us to make Welborne a great place to live and work.'

Editor's notes

Over the next 20-25 years Welborne will deliver around 6,000 new homes and provide housing to meet the needs of more than 13,000 people. Around 5,700 new jobs will be created principally on 20 hectares of employment located to the south of the site, benefitting from direct access from Junction 10 of the M27.
